Urban Planning and The Rule of Law: Towards a participatory city approach

The way in which planning is shaping our public life had been always influenced by different planning systems. It’s believed that the planning systems have significant impact on how urban actors are legislate, processing and implement their plans. However, there are many debates around the impacts of different planning systems as they are very in term of design principle. The main approaches of planning system are the discretionary, regularity and hybrid planning systems. In this essay I will discuss the strengths and weaknesses of the major design principles of different planning systems with regard to three main push-pull factors that identify each kind of planning system, which is certainty vs. flexibility, individual rights vs. strategic thinking and discretion vs. accountability. Introduced by a brief of the main characters shaping the outlines of each planning system.
