
Partnership Between Citizen Led Development and Local Government: The case of Dharavi and Jinja

Building strong partnership between local communities and local government was always one of the main challenge facing slum dwellers. It’s believed that strong partnership between local communities who seek better urban development for their livelihood, and local government that acknowledge the inclusive development would always create an appropriate platform for shared opportunities and prosperity that would serve the interest of all communities sectors including the slum dwellers and low-income communities through a participatory urban development approach. However, slum dwellers are unlikely to develop their settlement with-out being well organized, self-reliant and able to identify their needs, manage their resource and plan for their future. On the other side the local governments tend to acknowledge the role of organized communities, through which the local governments are engaged and build a well-structured long term partnership. On the other hand, many slum dwellers fail to engage the local government to deal with their miserable livelihood settlements and being vulnerable to forced eviction action. Some see these situations as a misconception in official policy-makers as they tend to exclude the slum dwellers from urban development planning. Others see that the un-organized slum dweller that rely on external factor and not take the initiative to upgrade their settlements is the main reason behind being ignored and untargeted.
